What is it? 

Hertfordshire Chamber of Commerce is delighted to have been chosen by the Department for Education (DfE) to lead the Herts Local Skills Improvement Plan (LSIP). These three-year plans are created to address concerns within the business community regarding their ability to influence the provision of skills training. The plans are intended to support them to address skills gaps and are being rolled out across England to provide an employer platform to drive forward and give voice and perspective to skills needs locally.

This is an exciting opportunity for the Chamber to bring together a wide range of employers with education and training providers, as well as local stakeholders, where we set out the key priorities and changes needed in the county to support the alignment of post-16 technical education and training with employer and local labour market needs.

Since October 2022 we have been working with a range of local employers, in addition to local FE colleges, The University of Hertfordshire and other training providers & partners, to develop plans capturing skills needs and identifying solutions required to meet the county’s future needs and covering our 10 priority sectors:

  • Advanced Engineering & Manufacturing

  • Community Care including NHS, charities

  • Creative Industries

  • Digital & IT

  • Hospitality & Tourism

  • Life Sciences

  • Logistics

  • Professional Services

  • Property & Construction

  • Sustainability

To develop a clear picture of the current position, we have collected data from a variety of sources, held one-to-one and group meetings with a range of companies, organisations, trade bodies and DWP.

We have received approval from the Secretary of State at the Department for Education to proceed with Stage 2 of the LSIP.

Hertfordshire Local Skills Improvement Plan (LSIP)

Find out how Herts Chamber of Commerce is working together with local businesses, representatives from Further Education (FE) colleges, training providers and UH to tackle the skills shortages affecting our county.

FAQ’s

  • Local Skills Improvement Plans (LSIP) are developed by an employer representative body (ERB) for a specified area. They draw on the views of local employers and any other evidence to summarise the skills, capabilities or expertise that are, or may in the future be, required. They identify actions that relevant providers can take regarding any English-funded post-16 technical education or training that they provide to address the skills requirements.

    Whilst all post-16 technical education or training is in scope, an LSIP is not intended to be a comprehensive anthology of all skills gaps in the area. It will be for employers through the designated ERB to identify the most pressing skills issues informed by local economic strategies and employment and skills plans.

  • We cover the whole of Hertfordshire.

  • We want to hear from all business, big, medium or small, that operate within Hertfordshire.

    We are particularly interested in reaching out into the business community and to amplify the voices of employers and sectors with significant skills needs.

  • There are multiple ways for you to get involved and support the LSIP project.

    We will be running events such as our sector and skills based round-tables being planned in the coming months so do please keep referring to the LSIP pages for more details.

  • This is a unique opportunity for local businesses to highlight their current and future skills requirements and play a genuine role in influencing and shaping local skills and training provision to meet their needs.

    Do you struggle to recruit staff to specific roles because there is a lack of candidates with the right skills and qualifications? Are you struggling to find local providers that offer the courses you need to upskill your staff? Are you keen to utilise apprenticeships to improve productivity but don’t know where to start? The LSIP project exists to capture the feedback of businesses, highlighting challenges in a coherent way to drive change in skills and training provision locally. Your input is invaluable to support this process.

  • Herts LSIP provides an opportunity for providers to work with employers and others in a structured way to improve skills provision to meet identified local needs.

    Our Phase 1 LSIP report has been published and can be seen here. Relevant providers have a duty to take into account the LSIP outcomes regarding training provision within Hertfordshire.

    Providers produce Annual Accountability Statements, which will set out how providers have engaged with employers and responded to LSIPs.
